Part of a Community Development District (CDD), Eagle Harbor is the residential portion of a much larger governmental entity legally designated as The Crossings at Fleming Island Community Development District. CDD sets the budget and hires a management company for the operation of the Golf Course, Club House & Pools, tennis, All Common Areas, includes maintenance of parks, lakes and lake banks, etc.
Eagle Harbor is compromised of 6 separate homeowner associations (HOA). The HOA is responsible for enforcement of ongoing residential concerns, generally items listed under Article V in the Covenants and Restrictions: lawn maintenance, nuisances, trash cans, etc.
